As for the wood, everybody seems to have their own preference. Mine is rosewood for the body, spruce for the top and rosewood for the fretboard. You will have to determine for yourself what you like.

The same is true for neck width. It is dependent on what style you play, flatpicking vs. fingerstyle, and the genre of music you play.

When the strings are closer to the fretboard it is called low action. Most guitars can be adjusted at least somewhat for string height. Electric guitars are easier to adjust for string height as are guitars with bolt on necks. However, a good luthier can adjust pretty much any guitar as long as the neck is not warped or damaged.

Your best bet for the money you wish to spend, is to visit a number of guitar shops and try out some used guitars. Most shops will be happy to help you find what you want. $120 is not really enough for a decent (new) acoustic guitar.

Good luck!

I have small hands too, I have a gibson acoustic. It's expensive. However epiphone guitars are the same make, so one of those will work, and they're not expensive.
References :
what to look for in an acoustic guitar?
what kind of wood makes the best sound? i have medium/small hands so how narrow should the neck be? i also like when the strings are closer to the fretboard then usual. any good models that i can get that are no more than like $120? or around there?
